For a long time, the Party Central Committee and the State Council have attached great importance to the work style of the industry and required the industry departments to earnestly implement the responsibility of the management of the work style. In order to meet the needs of the current work of rectifying unhealthy tendencies in the field of health, according to the adjustment of the constituent departments and relevant functions of the State Council, and with the consent of relevant units, the National Health Commission has adjusted the member units of the inter-ministerial joint working mechanism for rectifying unhealthy tendencies. The "Notice" contains four contents: the functions of the inter-ministerial joint working mechanism for correcting unhealthy practices in the field of pharmaceutical purchase and sales and medical services, the work rules and work requirements, and the responsibilities of member units.
The focus of the "Circular" is to adjust the number of member units of the inter-ministerial work mechanism for rectifying unhealthy tendencies, from the original 9 to 14 departments. The National Health Commission is the leading unit, and its members include the Ministry of Education, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Finance, the Ministry of Commerce, the National Audit Office, the State-owned Assets Supervision and Administration Commission, the State Administration of Taxation, the State Administration for Market Regulation, the National Health Insurance Administration, the State Administration of Traditional Chinese Medicine, the National Bureau of Disease Control and Prevention, and the State Food and Drug Administration. The adjusted member units cover all the responsibilities of the original member units of the Joint Mechanism; At the same time, all relevant departments involved in the supervision of medical institutions and pharmaceutical enterprises have been included in the mechanism, so as to achieve full coverage of the whole field of drug purchase and sales and the management of unhealthy practices in medical services.
The "Circular" standardizes the work rules and work requirements of the inter-ministerial work mechanism for rectifying unhealthy tendencies, and clarifies the responsibilities that each department should perform in the work of rectifying unhealthy tendencies according to the responsibilities of each member unit. It provides guidance for further unifying the normative requirements for the work of rectifying unhealthy tendencies nationwide and guiding all localities to improve the work mechanism for rectifying unhealthy tendencies in their own regions.
